No. An IP address alone does not prove that the subscriber personally committed the alleged infringement. The Ninth Circuit reached that conclusion in Cobbler Nevada v. Gonzales, noting that other people can share the same internet connection. What happened on your connection depends on the facts of your case.
Ignoring the letter will not make the case disappear. Your ISP may release your name and address to the plaintiff after the deadline in the notice. The plaintiff can then amend the lawsuit to name you directly. Antonelli Law advises clients to act before the ISP releases their information.
A VPN does not change an existing copyright claim tied to your IP address. The plaintiff has already presented evidence connecting that address to alleged BitTorrent activity and may have obtained a court order to identify the subscriber.
